HEDA Drags Oyo Government to EFCC Over ₦30bn Bodija Relief Funds

The Human and Environmental Development Agenda (HEDA) has formally petitioned the Economic and Financial Crimes Commission (EFCC), seeking an investigation into the Oyo State Government’s management of ₦30 billion in federal relief funds. The money was intended to provide succor following the devastating Bodija explosion in Ibadan in January 2024.

In the petition signed by HEDA Chairman, Mr. Olanrewaju Suraju, and addressed to EFCC Chairman Olanipekun Olukoyede, the group alleged “diversion, misapplication and criminal breach of trust involving the N30bn released by the Federal Government to the Oyo State Government in the aftermath of the January 2024 Bodija explosion in Ibadan.”

The Discrepancy in Relief Spending

HEDA’s primary concern centers on the vast difference between the total funds received and the amount reportedly disbursed to the victims. While the federal government provided ₦30 billion, reports suggest only a fraction has reached those in need.

“The organisation is concerned that only about N4.5bn intervention funds were reportedly applied to relief and compensation for victims, while the entire N30bn remains largely unaccounted for,” the petition, dated January 5, 2026, stated.

The controversy first ignited when former Ekiti Governor Ayodele Fayose claimed during a televised interview that ₦50 billion had been released. The Oyo State Government later clarified it received ₦30 billion but insisted the funds were being held in reserve until the remaining ₦20 billion was paid. This “untouched” status has sparked outrage among victims who described previous support as woefully inadequate.

Oyo State’s Defense: “It’s 2027 Politicking”

The Oyo State Government has remained firm in its position. The Commissioner for Information and Civic Orientation, Mr. Dotun Oyelade, maintained that the ₦30 billion fund remains “untouched.” He further suggested that the timing of the petition is tied to the upcoming general elections.

“The Oyo State Government is at peace with the comprehensive and convincing statement issued on the unfortunate incident,” Oyelade remarked. “We stand solidly by our statement and refer everyone to same. It’s 2026, the eve of the 2027 general elections. We understand and we are ready.”

Despite the state’s claim that it spent ₦24.6 billion of its own resources on the Bodija environment and ₦4.085 billion on victim compensation, HEDA argues that keeping federal funds in a commercial bank for over a year without disclosure is a red flag.

Serious Allegations and the Limits of Immunity

HEDA is now demanding that the EFCC compel the state to provide a transparent accounting of the funds. The group believes the current lack of clarity points toward deeper legal violations.

“These allegations raise serious concerns bordering on corruption, abuse of office, diversion of public funds, criminal breach of trust and possible money laundering, all of which fall within the statutory mandate of the EFCC,” HEDA asserted in its petition.

Addressing the fact that Governor Seyi Makinde currently enjoys immunity under Section 308 of the 1999 Constitution, HEDA noted that this protection does not prevent the anti-graft agency from conducting an inquiry.

“Constitutional immunity does not preclude investigation, particularly in issues relating to accountability and the management of public resources,” the group argued.

HEDA concluded by charging the EFCC to launch a professional and impartial investigation into the “receipt, management and utilisation of all Federal Government intervention funds released to Oyo State in connection with the Bodija explosion.”
