WE ARE NOT AT WAR’ — Rubio Denies Venezuela Invasion, Vows ‘Crippling’ Oil Blockade Until Adversaries Are Expelled

United States Secretary of State Marco Rubio has moved to clarify the Trump administration’s dramatic intervention in South America, insisting that the seizure of Nicolás Maduro was a “limited law enforcement operation” rather than an act of war.

In a series of high-profile interviews on Sunday, Rubio maintained that Washington is not seeking to occupy Venezuela. Instead, the U.S. is enforcing a sweeping “oil quarantine” designed to paralyze the financial lifelines of what it describes as a narco-state.

Rubio explained that the U.S. is utilizing its naval presence to enforce court-ordered seizures of sanctioned vessels. This blockade is intended to force a total restructuring of the Venezuelan state.

“What we are running is the direction this is going to move,” Rubio said, emphasizing that the U.S. is steering the country’s trajectory through economic dominance.

He dismissed the idea that the U.S. is now the governing authority in Caracas, despite the vacuum left by Maduro’s arrest. “These are sanctioned boats. We go to court, we get orders, and we seize them,” he added, noting that because the mission was framed as law enforcement, it bypassed the need for a formal congressional declaration of war.

The Secretary of State made it clear that the “quarantine” would only be lifted once specific national security threats were eradicated. He pointed to the presence of Iranian and Hizballah operatives, as well as violent drug gangs like Tren de Aragua, as non-negotiable targets.

“We are not at war with Venezuela. We are at war with drug trafficking organisations,” Rubio declared.

He outlined the administration’s “Roadmap to Relief,” which includes:

• The total dismantling of cocaine trafficking routes.
• The expulsion of Iranian and Hizballah influence from the hemisphere.
• Reform of the oil sector to benefit citizens rather than “corrupt elites.”

Rubio signaled that the U.S. will remain unmoved by public protests or diplomatic appeals from the remaining Maduro loyalists, including acting leader Delcy Rodríguez.

“We are not reacting to press conferences. We are reacting to what happens,” he insisted, adding that Washington would judge the current authorities solely by their compliance with American security demands.

While acknowledging that Chevron remains the lone U.S. major currently on the ground, Rubio hinted at a “gold rush” for Western firms if the country stabilizes. He noted that the U.S. Gulf Coast is ready to process Venezuelan heavy crude—once the industry is purged of Maduro’s allies.

When pressed on the timeline for democratic elections, Rubio was pragmatic, suggesting that immediate polls were a secondary priority to security.

“Our number one objective is America, but we want a better future for the people of Venezuela as well,” he concluded.

With no U.S. boots currently on the ground following the two-hour extraction of the Maduros, the administration is betting that maritime “quarantine” will be enough to bring Caracas to its knees.
