Zamfara Unveils Comprehensive IDP Policy as UNDP, North-West Govs Chart Path to Durable Solutions

In a major step toward addressing the protracted humanitarian crisis caused by banditry and internal displacement, the Zamfara State Government has formally launched a far-reaching policy framework and action plan designed to deliver lasting solutions for internally displaced persons (IDPs) across the state.

The initiative was unveiled by the Executive Governor of Zamfara State, Dauda Lawal, at a joint launch of the IDP Policy and State Action Plan on Durable Solutions for Katsina and Zamfara States, held on Monday in Abuja. The ceremony marked a decisive shift in the region’s response to displacement, moving beyond emergency relief toward long-term recovery, reintegration, and stability.

The programme is the outcome of sustained collaboration between the Northwest Governors Forum and the United Nations Development Programme (UNDP), reflecting a growing regional consensus that displacement challenges transcend state boundaries and demand coordinated, multi-state strategies.

For Zamfara, one of the states most affected by years of armed violence and mass displacement, the policy is being positioned as more than a guiding document. Government officials described it as a binding commitment to restore dignity, security, and opportunity to thousands of displaced families whose lives and livelihoods have been upended by insecurity.

The newly launched framework provides a structured roadmap for durable solutions, prioritising safe return to ancestral homes where possible, voluntary and peaceful resettlement where return is unsafe, and sustainable reintegration into host communities. It also emphasises rebuilding critical infrastructure, restoring livelihoods, strengthening local governance, and ensuring displaced persons are not treated as passive aid recipients but as active partners in recovery and development.

By anchoring the response in long-term planning, the policy seeks to move IDPs away from prolonged dependence on humanitarian assistance and toward self-reliance, social inclusion, and economic participation. Officials noted that the framework also aims to strengthen institutional capacity within Zamfara to better manage displacement and prevent future crises from escalating into large-scale humanitarian emergencies.

Speaking during the launch, Governor Lawal reaffirmed his administration’s resolve to ensure that the policy does not remain on paper but translates into real change in the lives of affected citizens. “Under my leadership, we remain committed to ensuring that this framework translates into measurable impact for our people.”

The launch has been widely interpreted as a turning point for Zamfara’s post-conflict recovery efforts, signalling a deliberate move toward healing, reconstruction, and resilience. With the backing of regional governors and international development partners, the state government says it is laying the foundation for a more secure, stable, and inclusive future—one in which displaced families can rebuild their lives with dignity and confidence.
